
Easley Prepares for Largest Sewer Project Since the 1980s

Easley Combined Utilities (ECU) announces a multi-phase sewer project following the recent approval of the design contract with construction set to begin in late summer 2026. The project addresses the Brushy Creek, 18 Mile Creek, and Middle Branch sewer interceptors. Sewer interceptors are major pipelines that receive the flow from smaller collection pipes.
The project was originally identified through ECU’s Wastewater System Master Plan. Primary goals include the reduction of I&I (infiltration and inflow of groundwater and stormwater, respectively) from old, leaking clay pipes as well as increased capacity to handle wet weather events. No new service areas are included in the design as the focus is on maintaining and improving existing infrastructure.
“ECU – along with the residents of Easley – hasn’t undertaken a sewer project of this magnitude since the 1980s. While this is a very exciting endeavor, we also want to ensure we communicate clearly with the community to make this the best possible experience for everyone involved from project kickoff to final construction,” said Tyler Morgan, Operations Engineer for ECU.
Securing Easements and Funding
The associated pipes range from 16 to 36 inches in diameter, resulting in large construction sites. ECU intends to use their existing easement as feasible and will also seek approximately 70 construction and/or permanent easements from property owners. Impacted property owners will be contacted starting in November 2025.
Funding for the project will come from a State Revolving Fund (SRF) loan. The SRF program provides low-interest loans specifically for the purposes of repairing and improving water and wastewater plants and distribution systems like those managed by ECU.

ECU will continually share about the process and next steps via their social media channels (primarily Facebook and Instagram), quarterly digital newsletter, and website. A designated meeting for property owners as well as the public is planned for early fall 2025.
