    Jeff Fogle, Commissioner When I think back to when I first decided I would like to serve as a commissioner, I remember considering it as both a resident and a customer. As a long-time resident of the City of Easley, I had always admired the employees of ECU. And as a customer, I recognized and appreciated the reliability and customer service of ECU. The opportunity to serve on the Commission was, to me, a good way to offer myself to public service for a quality organization. My desire was, and continues to be, to help continue this excellent track record. What is something that you wish customers knew about Easley Combined Utilities? I would like all customers to know that Easley is in partnership with nine other cities in the Piedmont Municipal Power Agency (PMPA) , and as such, is an owner of its primary power source. PMPA is 25% owner of Unit #2 at Catawba Nuclear Station. This investment provides the citizens of Easley with reliable, affordable power. What do you consider the biggest “win” for ECU during your time as a commissioner? Hurricane Helene swept through our community in late September 2024. While this was a devastating storm, I consider the response of our team at Easley Combined Utilities the biggest win in my time as a commissioner. Each member of the team stepped up in so many ways. I'm so proud of the team! Their attitude and relentless work ethic they displayed was an inspiration! Easley is seeing an incredible amount of growth. How have previous projections – and associated planning – enabled ECU to meet the needs of our community? I think this well-known statement is applicable here: "If you fail to plan, you are planning to fail". Our executive leadership team members are continual planners. Regular assessments of each of our utilities (water, sewer, and electricity) are conducted. This information has assisted ECU in dedicating resources to maintain our aging systems and, in certain cases, grow our systems. You have a rare Saturday in Easley without anything on the calendar. How do you spend it? I would begin my day with breakfast at The Huddle. Then you could find me reading a good book, followed by a nap. I’d close out the day with a walk around the neighborhood. Residential Application Transferring Service To transfer service from one account to another, the customer must first pay any outstanding balance. Our CSR will verify your identity by getting your name, current service location and the last four digits of your social security number. A $40.00 service charged is assessed and can be paid at the time of transfer or billed to the new account. Landlord Program The Landlord Program transfers utility services to the landlord’s account between tenants. This program is designed for landlords, rental agencies, management companies, and apartment complexes to ensure no service interruption when a tenant moves out. A meter reading is obtained for final billing on the tenant’s account. The account will automatically default to the landlord’s name and a $20 service charge is billed to the landlord. The account will remain active, and the landlord will be responsible for all services and charges, up until a new tenant establishes service on their own account. Terminating Service Customers wishing to terminate service will be asked to verify their name, provide the current service address and the last four digits of your social security number. A meter reading is obtained for the final bill. If there is a deposit on file, it will be applied to the final bill. A forward address is required to mail the final bill and any refund from your deposit. Non-Payment Termination Termination of Electric Service Due to Nonpayment Budget Billing Budget Billing is a free service that makes balancing your budget easier by providing equal payments so you will know exactly how much you pay each month. Budget Billing FAQs How it Works Your payment is calculated on the average of the previous year’s utility charges multiplied by 1.10 (which accounts for any known increases in rates or supply costs). 1. You pay 11 months of equal payments with a settle-up on the 12th month. If you have used more energy or water than you paid, we will bill you the difference. If you’ve paid for more than you’ve used, we will issue you a check. Your future budget billing plan will be adjusted accordingly. 2. Your monthly bill will show your actual current charges, account balance, and your Budget Billing payment amount. You simply pay your Budget Billing amount each month. 3. Eligibility 1. You are a residential customer with 12 months of good payment history at the same location. 2. Your account must have a zero balance prior to plan enrollment. Automatic Draft Payment The Automatic Bank Draft program saves you time by doing the work of paying your monthly utility bill on time for you. It's free to sign up and you can elect to discontinue at any time. Once you enroll, your bank account or credit card is drafted for the amount of your monthly utility bill on the due date. You will continue to receive your bill each month which will indicate either "Auto Bank Draft" or "Auto Credit Card" in the Billing Summary. Enrollment is quick and easy. Your bill contains two components- a fixed charge and a variable charge. The fixed portion (listed on the Rate Schedule)(https://peacockmarketing.wixsite.com/easley/about) as Basic Facilities Charge for electric and Minimum Charge for water and sewer, is charged monthly regardless of your usage. The variable portion (listed on the Rate Schedule) as Energy Charge for electric and Volume Charge for water and sewer, is calculated based on your usage. Your total charges for that service should be the sum of the fixed and variable components, and listed on your monthly bill. If your service location is located within city limits, a municipal fee of 5% is calculated based on all utility revenue. This municipal fee is listed separately on your monthly bill. The first place to look is at the usage of each utility since the last month. If your electric usage has increased, you will want to consider if it has been an extremely hot or cool month. Your heating and air system has to work hard when temperatures are extreme. Make sure to keep your thermostat set on 68 in winter months and 78 in summer months. Check all appliances to make sure they are running efficiently. A simple defect can cause an appliance to run all the time instead of cycling on and off when needed. Lack of Insulation and poorly sealed windows and doors may also play a part in high electric usage. Toilet leaks are one of the most common sources of leaks wasting hundreds of gallons a day if left undetected. Follow this simple step to check for a leaky toilet: Remove the tank cover and add a couple of drops of food coloring to the tank. Wait at least 30 minutes. If the colored water appears in the bowl, you have a leak. Water leaks can also develop in the home’s water service line. If you see wet spots in your yard between the meter and your house, this could be a sign of a problem. Check for water under your house or in your basement too. If you notice an increase in both your water and electric usage, your hot water heater could be the culprit. Bad elements or an excess amount of buildup of sediment in the tank will cause the water heater to use more energy to maintain the tank temperature. Make sure that the thermostat is set at a reasonable temperature to reduce energy use. The Energy Department recommends 120. And if it’s leaking, that’s more water to fill the tank. Check plumbing fittings for any obvious visual leaks. If the leak is internal, water will most likely been seen at the bottom of the tank. 05 What do I do if I can't pay my bill? If you are unable to pay your utility bill, please call customer service at 864-859-4013 and request an extension on your account to avoid disconnection. There are several local non-profit agencies that may offer emergency payment assistance. 06 What if I pay late or miss a payment? Budget Billing payments must be made by the due date to avoid being disconnected for non-payment and potentially being removed from Budget Billing. Your account will be subject to a 4% penalty, as applied to all other customer, if payment is not received by the due date. 07 Can I get payment assistance? No. Budget Billing is designed to help customers predetermine their monthly payment so you know how much to budget for each month. 08 Can I skip a payment if I have a credit balance? No. You still have to make your monthly Budget Billing payment regardless of a credit balance. 09 Does my bill go up in December and January to pay for the city's Christmas lights? No. The City of Easley pays ECU for the installation of Christmas lights. The energy to burn the lights is small, however, this energy is taken into account in our operational and financial planning and no costs are added to the bills in December and January to pay for Christmas lights. 10 Is there an opt-out option for electric smart meters? Yes. Deposits are based on an estimation of two months highest utility bills from the prior occupant of the building. If the business is in a new building, the deposit is based on a building of similar structure. The customer service manager uses best professional judgement when determining deposits for businesses. 14 How can I report an outage? To report an outage, please call our main phone number at 864-859-4013 and select option 1. You will be directed to our automated system. You can also report an outage using SmartHub (https://apps.apple.com/ca/app/smarthub/id474874963)24/7/365. 15 Is Easley Combined Utilities responsible if an electric outage causes damage to my appliances? Unless the damages are caused by negligence on the part of ECU, the homeowner is responsible. When the damage is caused by an act of nature – such as storms, wind or lightning, or animals – Easley Combined Utilities is not responsible. Please check with your insurance company to see if these types of losses are covered by your policy. Easley Combined Utilities is governed by a board of three elected officials. The Commission of Easley Combined Utilities meets every second Monday of each month unless otherwise noted. 19 What is your relationship with the City of Easley? The Commission of Public Works (“Easley Combined Utilities” or the “Commission”) is the governing body of the Utility that was established by State law. The Commission approves all major operating procedures, expenditures, capital improvements and has full authority over setting rates and charges. The Commission makes recommendations to the City Council for the issuance of revenue bonds to finance improvements to the Utility, but is otherwise authorized under State law to have full control and management of the Utility. Easley Combined Utilities collects a 5% municipal fee set by the City of Easley (the “City”) each month from customers who reside inside the city limits. This fee is listed as a line item on your utility bill and is passed along to the City on a monthly basis. 20 What is the municipal fee? The municipal fee is a payment remitted to the City of Easley that equates to 5% of all electric, water, and sewer sales received by ECU from customers located within the city limits. This fee is collected by ECU and forwarded to the City of Easley. Easley Combined Utilities provides water service to residents and businesses in Easley, SC. 864-859-4013 Water ECU owns and operates an 18 MGD state-of-the-art water treatment facility that furnishes all of the drinking water its 13,300 retail water customers. Raw water is provided by the Saluda Lake, a 330 acre impound of the Saluda River located on Greenville, Pickens County line. ECU has an emergency connection with the Greenville Water System for emergency water supply. ECU also provides wholesale drinking water to four water districts located in Pickens and Anderson Counties.     Nick Caldwell, Commissioner When I decided to run for commissioner, I saw the position as one that would utilize my professional talents and allow me to serve the citizens of Easley, the town in which I was reared and chose to raise our children. My early years on the Commission were focused on rate stabilization, assuring that our utility rates were competitive and feasible for our citizens. In recent years, the City of Easley and surrounding areas have experienced unprecedented growth, and although we at Easley Combined planned for this growth, it has exceeded expectations. What is something that you wish customers knew about Easley Combined Utilities? I’m not sure that most customers view the employees of Easley Combined Utilities as civil servants. We all witnessed the dedication and resolve of the line working crews during Hurricane Helene in 2024; there was no utility company better than ours. What was not seen by the citizens of Easley was the support and work of those behind the scenes. I often hear our employees speak of a family atmosphere when describing ECU: there is no truer word to describe our organization better than family. What do you consider the biggest “win” for ECU during your time as a commissioner? The City of Easley obtains power from the Piedmont Municipal Power Agency (PMPA) . PMPA owns 25% of the Catawba Nuclear Station Unit 2 facility and supplies ten upstate cities with energy, of which Easley is one. Over the last several years we as a Commission have worked on and are securing energy for the city until 2063. Easley is seeing an incredible amount of growth. How have previous projections – and associated planning – enabled ECU to meet the needs of our community? We maintain a close partnership with the City of Easley, sharing information regarding expected and forecasted growth. Energy and water distribution are well-positioned for growth. To ensure there is waste treatment capacity to accommodate future growth, we have increased capacity at our largest facility, Middle Branch, as well as purchased additional waste treatment capacity from a neighboring treatment facility. Read More ECU Commission Our Commission Easley Combined Utilities (ECU) is a municipally owned utility, established under the laws of the state of South Carolina. ECU is governed by a three member Commission of Public Works. Each member of the Commission serves a six year term that are staggered with respect to the starting date of each term. One commission seat is up for election every two years. To qualify for a commission seat the candidate must be a resident of the City of Easley. The Commission has the authority and responsibility to hire the General Manager, to set rates and charges for utility service, to approve budgets, to set regulations for the operation of the utility, and to plan for future utility expansion. If the Commission determined that system expansion is needed, the Commission will petition the City of Easley to pass a revenue bond ordinance authorizing the City to borrow money for utility system expansion. From the very start - over 100 years ago - the citizens of Easley have exercised control over their utility system through election of commissioners. ECU has 212 miles of sewer line serving 12,200 retail sewer customers. ECU also utilizes 26 pump stations to transferred sewer to the waste treatment plants. ECU owns and operates 3 wastewater treatment plants and owns treatment capacity in a ReWa owned plant, totaling 5.4 MGD of sewer treatment capacity. Sewer FAQs RFP / Advertisement for Bids Sewer Service Policy Standard Water & Sewer Specifications Fats, Oils, & Grease Did you know that cooking grease coats pipes similar to the way that fatty foods clog human arteries? Grease as a warm liquid may look harmless. However, as it cools it solidifies and clings to the inside of the pipes and can cause a complete blockage in the sewer line. Residential Pipes clog easier since they are only 2” to 4” in diameter and can cost hundreds of dollars in repair bills because of sewer backups. Think pouring hot water and detergent down the drain after the grease is okay? Think again. This only breaks the grease up temporarily. Disposing of grease down your kitchen sink or flushing it down the toilet can cause messy sewer backups in your home or business and can lead to problems for wastewater treatment plants. Grease Management Program Sewer Use Regulations To Flush or Not to Flush Is it flushable? For sewer systems and wastewater treatment plants, flushing anything other than toilet paper and human waste can wreak havoc on a system. Despite their claim to be flushable, items such as facial tissue, baby wipes, and disposable toilet brushes do not disintegrate at the same rate as toilet paper. Sewer pipes at your home are generally no larger than 4 inches and designed to carry water, human waste and toilet paper. Flushing items other than this creates blockages, clogs pipes and drains and can lead to sewer backups in the home and city streets as well as creates unnecessary problems for wastewater treatment facilities. Below is a list of items that should be put in the trash can, NOT down the toilet: Facial Tissue Baby Wipes or Flushable Wipes Rags Paper Towels & Napkins Dryer Sheets Disposable Toilet Brushes Cotton Balls Q-Tips Dental Floss Feminine Products Cat Litter Food & Grease Medications U.S. Food and Drug Administration Guidelines for disposing of unwanted medications. Wastewater Collection Permitting Process The Delegated Review Program (DRP) was created to help streamline the permitting process for wastewater collection systems while also ensuring that the material, equipment, and sewer design conform to standards that are established by the POTW. This is done by allowing the POTW to complete the technical review of project using their SCDHEC approved specifications and design criteria. Once the POTW completes its technical review, the project is submitted to SCDHEC by the local entity with certification that the project meets the design standards and criteria of the approved local program. Once the plans are received by SCDHEC, only an administrative review is completed to ensure that there is available capacity at the receiving wastewater treatment facility. Wastewater collection projects submitted under this program can generally be permitted by SCDHEC within a few days of their receipt by the POTW. DRP FAQs Biosolids Disposal of Sludge The disposal of sludge or biosolids from a wastewater treatment facility can be one of the largest expenses incurred in the treatment of raw sewage. In years past, it was normal practice to dispose of biosolids by burial in landfills. This method is expensive and takes up valuable space.
